This problem smells like a Linux problem that has nothing to do with WebIOPi ...
Maybe your SD card and/or Linux is corrupted for any reason.
Try a fresh Raspbian and WebIOPi install using another fresh SD card and retry.

sudo apt-get purge wolfram* # did the trick for me!
